L’expérience du Plan, comme nous l’avons souligné dès le début, sera le banc d’essai d’une démocratie renouvelée. Ou plutôt une pénétration sans précédent de la démocratie dans ce domaine où elle n’a jamais vraiment obtenu droit de cité, la vie économique.	The experiment of the Plan, as we have underscored from the start, will be the testing ground of a renewed democracy. Or rather a penetration without precedent of democracy into that domain where it has never really obtained a foothold, in economic life.
Le Plan doit être, en effet, le pendant économique de cette valorisation du citoyen que nous tâchons aussi d’approfondir sur le plan politique. Dans les deux cas, bien sur, il s’agit nécessairement du citoyen “organisé”, faisant valoir ses vues à l’intérieur de groupes où il se sente à l’aise et adéquatement représenté.	The Plan must be, in effect, the economic hinge of this valorization of the citizen which we also undertake to deepen on the political level. In both cases, of course, it is necessarily about the “organized” citizen, putting forward his views inside groups where he feels at ease and adequately represented.
Il devrait être inutile de le dire, puisque c’est le fondement même de toute vie sociale que nous évoquons là. Mais à une époque aussi dangereusement séduite par une espèce de néo-individualisme anarchique, où le “chacun pour soi” risque de rejoindre sans même s’en rendre compte la jungle du vieil “au plus fort la poche”, il n’est sans doute pas mauvais de rappeler qu’il est des secteurs entiers de la condition humaine où l’individu sans organisation est presque fatalement sans défense, ou en tout cas sans influence et sans véritable liberté. L’économique est tout particulièrement un tel secteur.	It should go without saying, since it is the very foundation of all social life that we are invoking. But in an era so dangerously seduced by a type of anarchistic neo-individualism, where “every man for himself” risks however unconsciously becoming that old jungle of “to the strongest go the spoils”, it is undoubtedly not unwise to recall that there are whole sectors of the human condition where the individual without organization is almost fatally without defense, or in any case without influence and without true freedom. The economic field is particularly such a sector.

Here moreover is what our program already proposes when it speaks of formulating “broad objectives in terms of economic policy, social policy, and the fitting out of the territory in accordance with democratically established priorities…” (1971 Edition, p. 9)

n’est rien de plus malaisé que l’exercice de “concertation” auquel nous conviera périodiquement la préparation du Plan. Not to forget the difficulties en route and the corrections to which its application can continually give rise.
Quoi de plus exemplaire, à ce propos, que les tiraillements et les frictions qu’a suscités depuis le début la tentative de planification de B.A.F.Q., puis de l’O.D.E.Q., dans la région Bas-Saint-Laurent-Gaspésie. Mais les divergences et même les antagonismes entre élus politiques (parlementaires, municipaux) et porte-parole de milieux sectoriels (travailleurs, entrepreneurs, consommateurs, etc.), ou entre choix et sites de développement, ou encore entre politiques générales et intérêts régionaux ou locaux, ou entre tous à la fois et bien d’autres encore — cette solide tendance aux affrontements ne disparaîtra pas comme par enchantement	What more cautionary in this regard than the crossfire and the clashes caused by the attempt at planning of the BAFQ, and then of the O.D.E.Q., from the outset in the Lower Saint-Laurent-Gaspésie région. Leaving aside the so-to-speak institutional disorder which reigns between Quebec and Ottawa. Of that, there would be no further question. But divergences and even antagonisms between elected political officials (parliamentary, municipal) and spokespersons from the sectoral milieux (workers, contractors, consumers, etc.), or between choice and development sites, or again between general policies and regional or local interests, or among all at the same time and many more as well — this solid tendency toward confrontations will not disappear as if by magic.

It is even quite probable that we will have to endure it as long as man maintains the infinite variety of his tastes and his personal preferences, from which emerges his productivity as well as his conflicts. The question is thus not knowing how to prevent this variety, but in fact how to validly organize it and arrive in a democratic way at how to channel it toward an increasingly richer and more harmonious and a more and more just distribution of the end products.

Ne revenons en passant sur l’information que pour noter à nouveau à quel point elle constitue la condition primordiale de ce déclic collectif d’une démocratie lucide et concertée dans le domaine économique. DIVERS CHEMINS D’ACCÈS	VARIOUS ACCESS ROADS

LA RENTRÉE DE L’HOMME DANS L’ENTREPRISE	MAN’S RE-ENTRY INTO THE COMPANY
Cependant, c’est en sa qualité de travailleur que le citoyen ressent surtout un besoin croissant et de plus en plus irrésistible de participer non seulement à la marche des activités économiques qui l’affectent mais aussi à la conduite de l’entreprise qui l’emploie.	However, it is above all in his quality as a worker that the citizen feels a growing and increasingly irresistible need to take part not only in the march of economic activities which affect him but also in the management of the company that employs him.
Le grand problème est de savoir comment. De savoir quels chemins I’on prend, de quels instruments on se sert pour réaliser au mieux cette véritable “rentrée” de l’homme dans son coin du système économique. Sans se laisser arrêter par la peur d’innover, il ne faut surtout pas sombrer dans un désordre qui, en déconsidérant l’idée même de participation, appellerait en réaction soit un retour au pire laissez-faire, soit même des formes répugnantes de caporalisme.	The big problem is in knowing how. In knowing which roads to take, which instruments to use to best achieve this veritable “insertion” of man into his own corner of the economic system. Without allowing oneself to stop for fear of innovating, one must above all not sink into a disorder which, by discrediting the very idea of participation, would summon in reaction either a return to the worst laissez-faire, or even the most repugnant forms of militarism.
La question n’est pas proprement québécoise. Elle est universelle. Mais la réponse, elle, ne peut être que québécoise, en ce sens qu’il va falloir trouver nos propres formules et le dosage qui nous convient. Dans ce domaine, la s’ingérie des autres ne saurait mener qu’à beaucoup de désillusions. On peut importer des machines, mais on n’importe pas un régime socio-économique.	The question is not specific to Québec. It is universal. But the answer can only come from Québec, in the sense that it will be necessary to find our own formulas and the proportioning which is appropriate to us. In this field, the interference of others could only lead to much disillusionment. One can import machines, but a socio-economic regime is not imported.
LE SYNDICALISME	TRADE UNIONISM
D’abord, est-il besoin de le souligner, on favorisera la syndicalisation complète et sans entraves de tous les travailleurs. Avant les plus belles innovations, en effet, il faut compléter cet indispensable regroupement des ouvriers et des employés dans des unions vigoureuses, dont le contrôle effectif soit plus démocratiquement que jamais entre les mains de leurs membres. Barely two-fifths of Québecois workers are unionized. And it is in the other three-fifths that the most undoubtedly exploited and “alienated ” of our fellow citizens will be recruited.
Il n’est guère surprenant que le syndicalisme n’ait pas encore réussi à rassembler la majorité des travailleurs. Nos États traditionnels ne se font pas mourir à enlever les obstacles; au contraire, ils ont trop souvent profité de la moindre occasion pour maintenir et drama-tiser une vieille méfiance à l’égard du syndicalisme, celle en particulier selon laquelle il serait déjà bien trop puissant, alors qu’en réalité c’est sa situation minoritaire et l’insécurité qu’elle engendre qui risquent parfois de le jeter dans l’excès et de coûteuses erreurs de calcul.	It is scarcely surprising that trade unionism has not yet succeeded in assembling the majority of workers. Our traditional Governments are not yet ripe to remove the obstacles; on the contrary, they have too often taken advantage of the least occasion to preserve and dramatize an old suspicion with regard to trade unionism, in particular the one that it is already too powerful, whereas in reality, it is its minority situation and the insecurity it generates which sometimes risk thrusting it into excess and costly errors in calculation.
Certes, beaucoup d’employeurs continuent aussi d’utiliser des moyens inqualifiables pour prévenir la syndicalisation de leur personnel, ce qui est très facile dans plusieurs secteurs économiques où la main-d’oeuvre est éparpillée entre des centaines ou même des milliers de petits établissements. Il est à peu près impossible pour les centrales syndicales d’organiser convena-blement de tels secteurs dans le contexte actuel. Il va donc falloir que la législation et, peut-être surtout, l’esprit de l’administration des lois, ainsi que l’autorité et les moyens dont l’État dispose, soient mis au service d’une syndicalisation intégrale dans les plus brefs délais, en favorisant tout particulièrement l’organisation et la négociation par secteurs. Inutile d’ajouter qu’on devra garantir en même temps à tous les travailleurs — ce que notre programme énonce déjà — “pleine et entière liberté quant au choix de l’organisme syndical auquel ils désirent adhérer ” (Édition 1971, p. 16).	Admittedly, many employers also continue to use abominable means to prevent unionization of their personnel, which is very easy in a number of economic sectors where labor is scattered among hundreds or even thousands of small establishments. It is practically impossible for the central trade-unions to suitably organize such sectors in the current context. It will thus be necessary that legislation and, perhaps especially, the spirit of the administration of the laws, as well as the authority and the means at Government’s disposal, be placed at the service of integral unionization as soon as possible, in particular by favoring organization and negotiation by sectors. Needless to add that one must guarantee at the same time to all workers — what our program already spells out: “full and complete freedom as to the choice of the trade-union organization they wish to join” (1971 edition, p. 16).
Les syndicats deviendront ainsi, avec l’État et un monde patronal également bien structuré, l’un des trois grands “interlocuteurs” qui seront appelés à s’exprimer de la façon la plus décisive dans la mise au point du Plan.	The trade unions will thus become, with Government and an equally well structured employers’ world, one of the three major “voices” called upon to express themselves in the most decisive manner during development of the Plan.
DÉVELOPPEMENT DE LA COGESTION	DEVELOPMENT OF CO-MANAGEMENT
De plus, ils seront le principal creuset de formation et de recrute-ment des travailleurs qui auront à participer à la direction et à la gestion des organismes publics et de toutes les entreprises de taille respectable. Mais il n’y a pas de raison de s’arrêter là. Si l’Allemagne, ce paradis capitaliste qui rivalise avec les USA, a pu imposer il y a 20 ans la cogestion à son industrie sidérurgique privée, on ne voit vraiment pas pourquoi Dupont ou Northern Electric se refuseraient à une potion que Krupp a si bien avalée.	But there is no reason to stop there. If Germany, this capitalist paradise which rivals the USA, in the last 20 years could impose co-decision upon its private iron and steel industry, one cannot really see why Dupont or Northern Electric would reject a potion that Krupp had swallowed so well.
L’entreprise privée ne peut logiquement exiger toujours plus de subventions des pouvoirs publics, tout en conservant entre les mains de ses dirigeants traditionnels le contrôle exclusif des décisions. Les travailleurs, d’autre part, ont besoin d’accéder à ce niveau d’abord pour comprendre et aussi pour avoir leur mot à dire dans tout ce qui arrive à l’entreprise et forcément les affecte.	The private company cannot logically require ever more subsidies from the public authorities, while preserving in the hands of its traditional leaders the exclusive control of decisions. The workers, on the other hand, need to accede to this level first to understand and also to have their say in all that happens at the company and inevitably affects them.
La cogestion devra donc s’étendre aussi bien à tout le secteur public proprement dit qu’aux entreprises importantes du secteur privé.	Co-decision must therefore extend just as well to the whole public sector itself as to major companies from the private sector.
LA FORMULE COOPÉRATIVE	THE CO-OPERATIVE FORMULA
Mais, à notre avis, la clé d’une vraie participation démocratique et toujours plus poussée à la vie économique, c’est surtout dans la formule coopérative qu’on la trouvera. Bien plus que l’actionnariat populaire (lequel garde tout de même son rôle), l’intégration des citoyens dans de grandes coopératives est la manière par excellence de faire coïncider l’intérêt de l’individu et de la collectivité avec celui de l’entreprise.	But, in our opinion, it is above all in the co-operative formula that the key to true and increasingly more thorough democratic participation in economic life will be found. Far more than popular shareholding (which nonetheless will maintain its role), the integration of citizens in large co-operatives is the way par excellence of making the interests of the individual and the community coincide with that of the company.
Nous sommes bien loin d’avoir employé ou même exploré toutes les possibilités du système coopératif qui, nous l’avons dit, a empêché presque à lui seul la société québécoise de croupir dans la plus totale insignifiance sur le plan économique.	We are quite far from employing or exploring all the possibilities of the co-operative system which, as we have said, has alone just about prevented Québécois society from stagnating into the most total economic insignificance.
C’est pourquoi, dans le secteur de l’épargne et des leviers financiers où ses succès sont particulièrement brillants, on aura noté que nos propositions visent non seulement à le consolider, mais à lui assurer une fois pour toutes une position prédominante.	This is why, in the area of savings and the financial levers, where its successes are particularly brilliant, one will have noted that our proposals not only aim at consolidating it, but ensuring once and for all its dominant position.
De même en agriculture, où les résultats sont déjà bien enracinés et devraient s’étendre plus largement à la transformation et à la distribution. Sans oublier non plus le commerce de gros et de détail, où se poursuivent depuis quelques années des expériences prometteuses.	The same goes for agriculture, where the results are already well rooted and should extend more broadly to transformation and distribution. Without forgetting either the wholesale or retail business, where promising experiments have been underway for a few years.

Rien n’interdit, par ailleurs, de pousser rapidement la formule coopérative dans le champ de la fabrication et celui, sans cesse plus étendu, des services.	Moreover, nothing prevents rapidly advancing the co-operative formula in the field of manufacturing and in the increasingly widening field of services.
Dans le domaine culturel, par exemple, nous suggérons la propriété communautaire d’une grande partie des stations de télévision et de radio. L’entreprise coopérative pourrait être le contenant tout indiqué, et fort rentable par­dessus le marché, d’une telle opération de transfert au profit des citoyens.	In the cultural domain, for example, we suggest that most of the radio and television broadcast stations be community property. The co-operative company might be the ideal – and on top of it highly profitable format – for such a transfer operation to the benefit of the citizems.
Deux autres secteurs qui nous viennent immédiatement à l’esprit sont celui du livre, dont les difficultés courantes y trouveraient probablement leur solution, et celui du cinéma que l’organisation coopérative aurait d’excellentes chances de tirer enfin d’une médiocrité trop souvent désespérante à tous points de vue.	Two other sectors which immediately come to mind are books, whose current difficulties would probably find their solution there, and cinema, which the co-operative organization would have an excellent opportunity to finally drag out of its too-often grim mediocrity from all points of view.
Pourquoi la coopération n’aurait-elle pas aussi sa place dans la presse écrite? Nous avons dit notre peu d’estime pour les “empires” ou conglomérats auxquels la plupart de nos principaux journaux se trouvent aujourd’hui enchaînés. L’entreprise de presse, le journal quotidien en particulier, trouverait possiblement dans la formule coopérative (avec une cogestion bien structurée) la voie de sa pleine intégration au milieu de même que sa meilleure garantie d’objectivité. Surtout si I’on donne également un caractère essentiellement coopératif à l’agence de presse dont notre programme prévoit déjà la création.	Why would co-operation not also have its place in the written press? We have expressed our low regard for the “empires” or conglomerates to which the majority of our principal newspapers are linked today. The newspaper company, the daily newspaper in particular, would possibly find in the co-operative formula (with well structured co-management) its path to full integration in the environment as well as its best guarantee of objectivity. Above all if one also gives an essentially co-operative character to the news agency, the creation of which has already been anticipated by our program.
On peut évoquer encore quelques exemples dans d’autres secteurs	Still more examples can be adduced in other sectors.
Pour l’industrie du taxi, c’est le Parti Québécois qui a le premier suggéré l’étude de la solution coopérative en vue de corriger l’indescriptible fouillis où se trouve cet élément essentiel des services de transport dans nos régions métropolitaines.	For the taxi industry, the Parti Québécois was the first to suggest a study of the co-operative solution to correct the indescribable turmoil in which this essential component of transport services is found in our metropolitan regions.
Du côté de la transformation des produits forestiers, quoi de plus normal que de songer à l’entreprise coopérative en présence d’élans communautaires qui répondent aussi bien à la mentalité et aux aspirations des gens que le projet de Cabano ou le refus de mourir des usines de Sogefor (à condition qu’ elles ne soient pas déjà vendues)?	As for the transformation of forest products, what could be more natural than to think of the co-operative company, in the face of community vitality, which responds just as well to the mentality and aspirations of people as did the Cabano project or the refusal to let the Sogefor factories die (provided they have not already been sold)?
L’AUTOGESTION	SELF-MANAGEMENT
L’industrie forestière nous permet même de toucher à la notion encore imprécise et souvent aventureuse d’autogestion. Voilà un secteur de base qui s’y prête admirable-	The forestry industry even enables us to touch upon the still vague and often adventurous concept of self-management. Here is a basic sector which admirably lends itself to this.

S’il est un coin de la vie économique où l’expérience et le “know-how” sont partagés entre des dizaines de milliers d’hommes, c’est bien celui de l’exploitation foresti-ère. L’abolition des concessions et le démarrage de travaux intensifs de sylviculture devraient donc ouvrir la porte à des formes d’entreprises essentiellement dirigées par ceux qui y travaillent.	― within the framework, of course, of the policies and umpiring of the government. If there is one corner of economic life where experience and “know-how” are shared among tens of thousands of men, it is certainly forestry development. The abolition of concessions and the launching of intensive sylviculture work should thus open the door to forms of companies primarily managed by those who work there.
Revenons en ville, pour y trouver également quelques exemples familiers d’activités qui se prêteraient tout aussi bien au développement de l’autogestion par les personnes ou les familles impliquées: n’est-ce-pas le cas, entre autres, de la gestion des “blocs” de logements multiples? Et de même pour les garderies d’enfants, que l’évolution évidente de la société appelle à se multiplier en sortant du fouillis où l’incurie québécoise et les “initiatives” dévergondées du fédéral achèvent présentement de les plonger?…	Back in the city, we find a few examples of familiar activities which would just as easily lend themselves to development via self-management by the people or families involved: is this not the case, for example, with management of “blocks” of multiple residences? And likewise for children’s daycares, which the obvious evolution of society demands while emerging from the chaos into which Quebec negligence and shameless federal “initiatives” have succeeded in sinking them? …
LA NÉCESSITÉ DU GRADUALISME	THE NEED FOR GRADUALISM
Ce qui ressort de tout cela, c’est qu’il va falloir nous efforcer par tous les moyens, vigoureusement mais avec le plus grand soin, de régler le conflit très réel qui s’est développé et qui va s’aggravant entre l’homme et les structures économiques dont il dépend. Un conflit qui est à la fois aussi sérieux et infiniment plus malaisé à résoudre que celui qui règne également entre l’homme et les institutions politiques. Dans les deux cas, il s’agit de redéfinir, afin de le mieux diffuser, un pouvoir dont la concentration traditionnelle ne répond plus â l’évolution de la société. Seulement, le niveau politique nous est d’ordinaire familier et n’attend sa réforme décisive qu’en l’absence d’un gouvernement vraiment démocratique; à l’inverse, le domaine économique nous apparaît complexe et inquiétant, rébarbatif tout spécialement aux [thèes] globales que sa difficulté même donne souvent la tentation de substituer à l’action réfléchie et tenace, seule capable d’en venir à bout.1	What emerges from all of this is that we must make an effort by every means to energetically but with the greatest care, settle the very real and worsening conflict which has developed between man and the economic structures on which he depends. A conflict which is at one and the same time as serious as, and infinitely more difficult to resolve than that which also reigns between man and political institutions. In both cases, it is a question of redefining, in order to better distribute, a power whose traditional concentration no longer responds to the evolution of society. But, the political level is ordinarily familiar to us and is only pending its decisive reform in the absence of a truly democratic government; inversely, the economic domain seems to us complex and disturbing, most especially ominous to the overall theory that its very difficulty often gives way to the temptation to improvise in lieu of the thoughtful and tenacious action which alone is capable of achieving the goal.1
