On aurait mauvaise grâce de prétendre que la Rencontre économique ne fut pas une initiative communiste.  Il paraît que l’idée est née il y a un an dans l’esprit d’hommes indépendants, mais dès l’automne dernier – en France, par exemple — le mouvement national pour la paix paraît s’être chargé de mener l’idée à bon port.  Les premiers contacts avec les intéressés dans divers pays ont été faits par des communistes ou des sympathisants notoires.  Et il était entendu que le lieu de la Rencontre serait Moscou, bien avant que la Commission d’initiative n’en prit la décision en octobre dernier.	It would have been in poor grace to pretend that the economic Summit had not been a Communist initiative.  It seems that the idea was born a year ago in the minds of independent men, but as of last Autumn — in France, for example — the national movement for peace seemed to have been given the task of carrying the idea forward.  The first contacts with those interested in various countries were made by Communists or by well known sympathizers.  And it was understood that the Summit meeting place would be Moscow well before the organizing Committee decided so last October.
Mais je ne vois pas de mal à cela.  Une entreprise qui se donne comme but de restaurer les relations économiques entre tous les pays, et par la même d’améliorer les conditions d’existence de populations entières, est déjà assez entachée d’utopisme pour qu’on ne doive pas s’opposer à ce que des organisateurs pragmatiques et tenaces la prennent en mains.  L’important étant que l’organisation restât assez neutre pour permettre le travail en commun d’hommes de toutes tendances et même d’ennemis potentiels.  Car c’est bien entre ceux-ci que la paix doit s’établir.	But I see nothing wrong in this.  An enterprise whose goal is to restore economic relations among all countries, and at the same time improve conditions of existence for whole populations, is already so marked with utopianism that pragmatic and tenacious organizers who take it in hand must not be opposed.  Its being important that the organization remain sufficiently neutral to allow the joint work of men of all stripes and even of potential enemies.  Because it is among these very men that peace must be established.

Or, il est certain qu’on fit des efforts réels en ce sens.  Le Comité d’initiative internationale groupait des savants aussi distingués et aussi peu communistes qu’Alfred Sauvy et Joan Robinson.  Les comités de sélection dans divers pays comprenaient aussi des gens de cette trempe, et des délégations aussi imposantes que l’anglaise et la française étaient à grande majorité non-communiste.	Now, it is certain that real efforts were made in this direction. The international initiative Committee was composed of such distinguished and such non-communist scholars as Alfred Sauvy and Joan Robinson. The selection committees in various countries also included people of this mould, and delegations as imposing as the English and the French were in their large majority, non-communist.
Les délégués élus à la présidence de la conférence étaient souvent ceux qu’on pouvait le moins taxer de sympathies communistes:  tels Paul Bastid, ancien ministre du commerce; José Rovera, fonctionnaire du gouvernement Péron; et Lord Boyd-Orr, prix Nobel.  Ce dernier gentleman présida aussi le comité sur les questions sociales, et un de ses trois vice-présidents était Raymond Delprat, directeur de la revue catholique ECONOMIE ET HUMANISME.	The delegates elected to preside at the Conference were often those one might least accuse of Communist sympathies:  such as Paul Bastid, former trade minister; José Rovera, a functionary in the Péron government; and Lord Boyd-Orr, Nobel Prize.   This latter gentleman presided as well over the committee on social questions, and one of his three vice-presidents was Raymond Delprat, editor of the Catholic review, ECONOMIE ET HUMANISME.
Du comité de sélection canadien, je ne saurais vous parler puisque, étant déja en Europe, j’ai fait mes arrangements directement avec le comité internationale de préparation.  Je sais seulement que deux professeurs notoirement anticommunistes ont été approchés pour s’occuper de la sélection, et qu’ils ont refusé pour des raisons personnelles.  Quand aux délégués canadiens, nous n’étions pas des poids lourds, je le dis sans craindre de blesser la vanité de me[s] six aimables concitoyens anglo-canadiens.  Ils étaient des petits hommes d’affaires, et je m’étais inscrit comme petit économiste et (sauf le respect que je vous dois) petit correspondant au grand Devoir.  Je n’eus guère de contact avec eux qu’au théatre où la délégation canadienne était parfois invitée en vrac:  chaque fois que je criais “bravo” mon voisin m’enterrait avec un “hurray”.  Chacun sa conception du bilinguisme canadien!	Of the Canadian selection committee, I can hardly speak to you because, as I was already in Europe, I made my arrangements directly with the international preparation committee.  I only know that two well known anticommunist professors were approached to handle the selection, and they refused for personal reasons.   As for the Canadian delegates, we were not heavyweights, which I say without fear of injuring the vanity of my six affable anglo-Canadian fellow citizens.   They were small businessmen, and I was signed up as a small economist and (other than the respect that I owe you) a small correspondent for the great Le Devoir.  I had practically no contact with them except at the theatre where the Canadian delegation was sometimes invited in bulk:  each time I cried “bravo” my neighbor buried me with a “hurray”.  To each his own concept of Canadian bilingualism!
Sans risques	No risk
Ceci dit sur l’organisation de la Conférence, je n’aurai pas la naïveté de soutenir que les communistes aient pris le moindre risque d’en perdre le contrôle.  Le présidium comptait dix-huit personnes, dont six seulement étaient du bloc soviétique.  Mais les décisions importantes devaient être soumises à l’approbation de l’assemblée plenière:  celle-ci, sur un total de 443 délégués, en comptant 135 venant du bloc soviétique.  Il suffisait donc que 87 délégués venant d’autres pays votassent avec les premiers pour former une majorité; et il ne fait pas de doute que ce quart d’allégeance stalinienne pouvait se trouver chez les délégations du bloc non-soviétique.  D’ailleurs, le secrétaire général et les rapporteurs des sous-comités étaient des fidèles; et autant que j’ai pu voir ils avaient aussi la majorité aux comités de rédaction des résolutions.	That said on the organization of the Conference, I would not be so naïve as to suggest that the Communists had taken the least risk of losing control.  The praesidium was comprised of eighteen persons, only six of whom were from the Soviet bloc.  But the major decisions had to be submitted for approval to the plenary assembly:  which, out of a total of 443 delegates counted 135 from the Soviet bloc.  It therefore sufficed that 87 delegates from other countries voted with the former to form a majority; and there is no doubt that this quarter of allegiance to Stalin might find itself among the delegations from the non-Soviet bloc.  Moreover, the secretary general and the reporters of the sub-committees were partisans, and to the extent that I was able to see they were also in the majority on the committees drafting the resolutions.
L’appareil était donc solide; mais on n’abusa nullement de sa force.  En assemblée plenière autant qu’en comité on évita soigneusement tout sujet de controverse, tel que l’ordonnait le règlement; et on mit un soin extrême à rédiger des conclusions qui purent être acceptées à l’unanimité par l’assemblée.  Dans une telle atmosphère on en venait à se demander comment la guerre froide pouvait exister à l’extérieur.	The apparatus was thus solid; but it in no way abused its power.  In plenary assembly as much as in committee any controversial subject was scrupulously avoided as required by the regulation; and extreme care was applied to draft conclusions which could be unanimously adopted by the assembly.  In such an atmosphere one came to wonder how the cold war could exist outside.
La Rencontre se passa avec un ordre si parfait que le moindre intervention imprévue créait un malaise momentane; mais l’émoi à la tribune ne durait que le temps de constater que l’interrupteur, au fond, était d’accord.	The Meeting transpired in such perfect order that the least unforeseen intervention created a temporary uneasiness; but the agitation on the podium lasted only long enough to note that the interruptor, at bottom, was in agreement.
Correction	Correctness
Les orateurs des “démocraties populaires” furent corrects, et leurs discours exposaient fort intelligemment les avantages pour tout le monde d’un commerce international intensifié.  Suivant eux, le blocus économique imposé par l’Occident n’avait d’effets désastreux que pour lui-même:  chez eux, tout allait pour le mieux dans le meilleur des mondes possibles.  Il en aurait fallu conclure que le but de la Conférence était de secourir les nations occidentales écrasées par leur propre blocus.  Tant va la cruche à l’eau …	The speakers from the “peoples’ democracies” were well-behaved, and their speeches very intelligently exposed the advantages for everyone of intensified international trade.  According to them, the economic blockade imposed by the West had disastrous effects only for the latter:  in their own countries, all was going well in the best of all possible worlds.  One would have had to conclude that the goal of the Conference was to aid the Western nations crushed by their own blockade.  So goes the jug to the water …
Seul le délégué chinois fit tache dans un tableau si harmonieux:  il éleva la voix, parla de l’agression de Tchiang Kai-chek et de la barbarie américaine.  Ce sembla malheureux, mais il jouait peut-être un rôle.  Car il fallait bien que quelqu’un tint l’extrême gauche pour que le comité de rédaction pût nous réconcilier tous dans des conclusions pas trop à droite.  Quand au reste, on effaça adroitement du procès-verbal tous les passages hors-ton.	Only the Chinese delegate made a blotch on the otherwise harmonious tableau.  He raised his voice, spoke of the aggression of Tchiang Kai-chek and of American barbarity.  This seemed unfortunate; however, perhaps he played a role.  Because it was quite necessary that someone take the extreme left in order for the drafting committee to reconcile us all in conclusions not too far to the right.  As for the rest, all off-key passages were skillfully stricken from the minutes.
Excès de sincerité	Excess of sincerity
Les délégués venant des démocraties non populaires, si je peux m’exprimer ainsi, péchèrent gravement par excès de sincérité, et voici comment ils voulaient tellement faire preuve de largeur de vues qu’ils mirent un zèle extrême à dénigrer le gouvernement de leurs pays, et l’état de choses qui y règne.  Réserve faite des statistiques tronquées, ils ne le firent pas mensongèrement.	The delegates from the nonpopular democracies, if I can express myself thus, sinned gravely by excess of sincerity, and behold how much they wanted to exhibit broad-mindedness, they utilized extreme zeal in disparaging the government of their countries, and the state of affairs which reigns there.  Allowing for truncated statistics, they were not lying when they did so.
Mais ces discours de chefs d’opposition qui me réjouissent dans nos parlements nationaux, ici prirent au total une allure sensiblement dégueulasse.  Car ils jouaient le franc jeu de l’anti-chauvinisme, alors que les Soviétiques jouaient le franc-jeu de la vantardise nationale.   Exceptionnellement Boyd-Orr sauva l’honneur en louant les efforts faits en Angleterre pour améliorer le bien-être social.	But these speeches of opposition leaders which delight me in our national parliaments, here on the whole took on a quite foul appearance.  Because they were playing the game of anti-chauvinism, while the Soviets were playing the game of national conceit.  The exception to the rule, Boyd-Orr, saved his honor by lauding the efforts made in England to improve social wellbeing.
Du reste, je parierais que ce vieux gentleman à l’allure si docile, ne fut pas de tout repas pour les organisateurs; les Écossais sont drôlement entêté quand il y va de leur indépendance d’esprit.	Moreover, I would bet that this seemingly mild old gentleman was in no way fodder for the organizers; the Scots are funnily headstrong when it comes to their independence of mind.
